David F. Peña leads Petralis Energy Resources’ corporate strategy, capital formation, asset development, international growth, and strategic partnerships. A petroleum engineer and Rice University Executive MBA, he brings more than two decades of experience across reservoir engineering, field development, production operations, public-company governance, capital markets, and cross-border energy projects.

His career includes leadership roles with Chevron, ConocoPhillips, Hess, Aurora Oil & Gas, and Petralis, with professional experience spanning the United States, Venezuela, Canada, Australia, Norway, China, and other international energy markets.

Jason Larchar has served as Chief Operating Officer and Co-Owner of Petralis Energy Resources since January 2026. He is responsible for company-wide operating performance, production optimization, process improvement, facilities reliability, project execution, safety, contractor management, and operating discipline.

Jason leads field operations, engineering, maintenance, procurement, and performance management as one system. Production reliability, operating efficiency, and organizational scale are how Petralis is run.

Douglas Somoza serves as President of Petralis Venezuela and leads the company’s in-country operating coordination, organizational development, local-partner integration, logistics, field readiness, and stakeholder engagement.

He works closely with Petralis’s U.S. leadership and local operating partners to align technical plans, commercial priorities, regulatory requirements, and field execution.

Carolina Sivoli leads business development, strategic institutional relations, and market engagement for Petralis Energy Resources across Latin America. She identifies and develops high-value opportunities, cultivates relationships with senior government officials, diplomatic representatives, energy-sector executives, and key institutional stakeholders, and leads the company’s strategic expansion throughout the region.

With extensive experience navigating complex business and institutional environments in Latin America, Carolina brings together commercial strategy, government and stakeholder engagement, and relationship development. She is the liaison between Petralis and public- and private-sector decision-makers. She advances strategic initiatives, establishes trusted partnerships, and conducts senior-level engagement across the energy sector.

Her work is distinguished by a strong understanding of the region’s business environment, cross-cultural diplomacy, and the importance of long-term relationships in developing sustainable commercial opportunities.
